Rates in pesos per kWh. "Last 12 months" is October 2025 to September 2026. 8 of the 131 utilities we list are left out: they published too few months in 2023 or in the last twelve for a fair average.
How this is measured
The monthly figures come from PRESYO-PH, the Institute for Climate and Sustainable Cities' tracker, which works out every utility's residential rate the same way so they can be compared. We compare averages instead of two single months because single months jump around. In PRESYO-PH's series some utilities' rates halve, or rise by a third, for one month and then go back, and refunds, recoveries and spot-market spikes all move a single month's bill. Each average needs at least nine months with a published figure. Meralco and Davao Light are on PRESYO-PH's figures here too, which can differ slightly from the rates in their own advisories that the rest of this site uses.
Download the data: every utility's rate, month by month or this table, both as CSV. You're welcome to use them if you credit us with a link. Today's rates, each with its source, are on the rates page.
Frequently asked questions
Have electricity rates gone up in the Philippines since 2023?
For most utilities, yes. Comparing each one's 2023 average with its average over the twelve months to September 2026, 63 of 123 utilities went up and 60 went down; the median change was +0.2%.
Which utility's rate rose the most?
BISELCO (Palawan), from an average of ₱12.05 a kWh in 2023 to ₱17.67 over the last twelve months, +46.6%.
Why do some months jump up or down so much?
A utility's rate passes on what it pays for power, and that moves with the spot market, fuel prices and the season. Refunds or recoveries ordered by the regulator can also push one month far away from the months around it. That's why this page compares averages instead of two single months.
